Support for Ukrainian companies – cosmetic safety assessment under the new regulation

From August 3, 2024, a new Technical Regulation on Cosmetic Products is in force in Ukraine, introducing a number of requirements similar to EU Regulation (EC) No 1223/2009. These changes aim to harmonize Ukrainian law with EU legislation—opening the door for Ukrainian cosmetics producers to enter the EU market, while also presenting new challenges for producers and importers.

Cosmetic safety assessment – what’s required?

At CosmetoSAFE Consulting, we’re seeing increasing interest from Ukrainian cosmetics manufacturers who want to legally enter the EU market—often learning for the first time that having a Material Safety Data Sheet (MSDS) alone is not enough. It’s usually during a sanitary inspection or an official document request that the need for a Safety Assessor (SA) becomes apparent.

We support clients at every stage of preparing documentation, including:

  • Preparation and Audit of the Product Information File (PIF) – including assistance in compiling complete documentation as required by Regulation (EC) No 1223/2009;

  • Verification of raw material documentation – many companies don’t know what documentation is needed for individual ingredients, especially fragrance compositions or active substances;

  • Product labeling – we help correctly label allergens, ingredients, shelf-life, and the EU Responsible Person;

  • Cosmetic testing consulting – we assist in selecting necessary tests, explaining microbiological purity requirements, preservation tests (PT), and interpreting results;

  • Marketing claims compliance – we help adapt product descriptions that exceed the scope of cosmetics;

  • GMP compliance – following ISO 22716 standards, we support full implementation to meet EU legal and market expectations.

Ukraine and EU law – why adapt?

The new 2024 regulations are a step toward harmonization with EU law, enabling Ukrainian cosmetics producers to expand into European markets. Full compliance, however, requires time, knowledge, and experience.
